This is the single repository of ARCS artifacts for all COP Members.
What is the ARCS COP?
The Army Robotic Common Software (ARCS) Community of Practice (COP) will provide the foundation to enable Industry and Government to effectively collaborate in transitioning ground autonomy capabilities. The ARCS COP will enable Industry to shape the enterprise-level technical and business approaches for ARCS, encourage the development of autonomy-enabling capabilities and approaches to DOD-specific requirements, and develop and implement methods for Industry to more readily access and begin using ARCS.

Technology Advisory Board: The Technical Advisory Board is expected to be comprised of senior technical advisors, directors, and chief engineers. These individuals must have a strong understanding of developmental process and associated timelines for autonomy projects and/or understanding of Army experimentation priorities and how ARCS will integrate. As such, this group will be responsible for setting the developmental path for ARCS technology and providing direct feedback to Army leadership on how ARCS roadmaps integrate into larger Army and DoD warfighter capability needs.
Objective: Develop and maintain an Army technical roadmap based on identified gaps and DoD priorities.
NAMC Rep: Dr. Matthew Foglesong
ARCS AAA Group (Acceptance, Availability, Accessibility): The AAA Group is expected to be comprised of government, industry, and academia; engineers, developers, and other executers involved in the technical development, proliferation, and education of autonomous capabilities and it’s use cases. This working group will develop and drive the strategies to increase industry’s use of the ARCS library and engage with key academic and industry stakeholders to maximize ARCS acceptance. This group is expected to provide recommendations on maximizing ARCS technology availability, accessibility and training opportunities to developers.
Objective: Address functional topics such as: user experience, accessibility, education and support, documentation, etc.
NAMC Rep: Dr. Matthew Foglesong
Senior Steering Committee: This steering committee is expected to operate at an Executive-level, Directors may qualify, based on experience and history with Army high level priorities and programs. Individuals have demonstrated working relationships with major Army commands, such as: AFC, GVSC, PEOs, ASA (ALT), and RCCTO. An understanding and vision of Army high level priorities and policy is necessary.
As the senior committee, this subcommittee works to enable to overall Community of practice through review of Community of Practice progress against established Army robotics and autonomy modernization objectives, providing autonomous systems and software policy guidance, and addressing high-level, strategic issues presented to them by Government-Industry Collaboration Executive Committee or the Technical Advisory Committee
Objective: As such, this group’s ultimate objective is to represent high level Army priorities and interests to shape plans of ARCS COP subcommittees and provide feedback to those subcommittees on identified gaps to maintain current and future priority alignment.
NAMC Rep: Warren Sponsler
Government/Industry Collaboration Executive Committee: This committee is expected to operate at the Executive-level, but experienced Directors may qualify, based on experience and history with US Army high level priorities and programs. Need to have a functional understanding of Government/Industry Partnerships, contracting practices, and business models.
This group will focus on a strategic roadmap for ARCS business model and adoption, through the analysis of current contracting processes, and by providing recommendations to Army leadership on topics such as establishing new contracting practices, handling IP rights, and establishing healthy business models.
Objective: As such, this group will create and maintain the business model and charter for the ARCS Government-Industry Collaborative by addressing key business model concerns, such as, developing ROI, IP rights, etc.
